NOTICE OF PUBLIC MEETINGS CITY OF LYNCHBURG, VA 2020-2024 CONSOLIDATED PLAN AND 2020 ANNUAL ACTION PLAN AND ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM HOME INVESTMENT PARTNERSHIPS PROGRAM Notice is hereby given that the City of Lynchburg (City) is currently preparing its Five-Year Consolidated Plan for the period of July 1, 2020 through June 30, 2025. The City will apply for FY 2020 Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds from the U.S. Department of Housing and Urban Development (HUD). The City will conduct public meetings on the use of CDBG and HOME funds received from HUD for the five-year period of 2020-2024 and for Year 1 of the five-year plan. In accordance with the Final Rule for consolidation of the CDBG and HOME Programs, 24 CFR Part 91, et. al., the City will prepare a Consolidated Strategy and Annual Plan, which will be submitted to HUD on or before May 15, 2020, unless otherwise directed by HUD. The purpose of these meetings is to obtain the views and comments of individuals and organizations relative to housing and community development needs that may be addressed by CDBG and HOME funds during the next five years. The hearings will be held at the following locations and times: December 17 from 6:00 7:00 pm The Miller Center, 301 Grove Street, Room 205 December 18 from 6:00 7:00 pm The Miller Center, 301 Grove Street, Room 205 Persons with special needs should contact Melva Walker, Grants Manager for the City of Lynchburg, at (434) 455-3916 at least one week prior to the public meetings with accommodation requests. The meeting location is handicapped accessible with free parking. In addition to the above listed public meetings, the City has created an online bilingual survey for residents, business owners, housing providers, service providers, and other interested parties and stakeholders to complete to help identify the most critical housing and community development needs in the City. The bilingual survey can be accessed at https://www.surveymonkey.com/r/CP-AI-Lynchburg The City expects to publish a summary of its proposed Five-Year Consolidated Plan for the period beginning July 1, 2020 through June 30, 2025, its Annual Action Plan for 2020 and its Analysis of Impediments to Fair Housing Choice on or about April 1, 2020. A copy of these documents will be placed on public display for a thirty-day review period beginning on or about April 1, 2020. A second public meeting will be duly advertised and conducted to present the proposed plans to the public. The City will consider comments on the proposed plans prior to adoption by the Lynchburg City Council in early May 2020. The City intends to submit its Five-Year Consolidated Plan, Annual Action Plan and Analysis of Impediments to Fair Housing Choice to HUD on or before May 15, 2020, unless otherwise directed by HUD.
