PUBLIC NOTICE CITY OF LYNCHBURG, VIRGINIA COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME PROGRAM NOTICE OF PUBLIC COMMENT PERIOD AND PUBLIC HEARING ON THE PROGRAM YEAR 2018 CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT (CAPER) In accordance with the City's Citizen Participation Plan, City Council will hold a public hearing at 7:30 p.m. on Tuesday, September 24, 2019 in Council Chambers located at 900 Church Street to receive comments from the public regarding the draft Consolidated Annual Performance and Evaluation Report (CAPER) for Program Year 2018 (Fiscal Year 2019). The Department of Housing and Urban Development (HUD) requires each jurisdiction receiving HUD-administered grants to prepare and submit a CAPER. The purpose of the CAPER is to report, to HUD and to the public, the City's: (1) HUD-funded accomplishments; (2) achievement of goals in the Annual Action Plan; and (3) regulatory compliance. The CAPER, including a summary of public participation, will be submitted to the HUD Richmond Field Office on Wednesday, September 25, 2019. Copies of the draft CAPER will be available at the following locations beginning at 8:30 a.m. on Friday, September 6, 2019: Grants Administration Office, City Hall, 900 Church Street, 2nd Floor; Lynchburg Main Library, 2315 Memorial Avenue; Lynchburg Library, Downtown Branch, 900 Church Street, Ground Floor and the City website at www.lynchburgva.gov/grants-administration. The public comment period will run from September 6 through September 24, 2019. Any disability or language accommodations requests should be made by no later than Tuesday, September 17, 2019.
