A California woman has filed for a preliminary permit from the Federal Energy Regulatory Commission to explore the possibility of creating hydroelectric energy at the Union Street Dam.

Kelly Sackheim, of KC Scoby Hyrdro LLC in Fair Oak, Calif., said she has been an independent consultant on hydroelectric power since 1999, and since 2009 has been interested in owning hydroelectric facilities.
